it will not trun on until about 30 or higher on the vol when listing to music or moveis

Which subwoofer do you have, and roughly when was it purchased?

If you are talking about the current VTF-3, you should turn down the volume on the subwoofer and turn up the subwoofer output on the receiver. Most surround receivers have the ability to adjust the subwoofer level. This should fix the issue. This happens because recent VTF-3s circuit board puts the auto-on circuit before the volume knob in the signal path.

When it turns on also depends on the amount of bass in the movie or music. Lord of the Rings should turn it on quick.

it is the vtf-2 about 3 mounth ago

That's strange. I haven't heard of that before. Try the method described above for the VTF-3 and let us know what happens.

Some people prefer totally disabling the auto-on feature. They might not like it turning off automatically after 30 minutes without bass. I will include some instructions for how to do this.
