I am still looking at subs and I was wondering if DIY will give the depth and power for a little less?

Absolutely UNN, you can get a whole lot for your money (and then some) when you DIY.

I was also wondering if a DIY sub will reach as low as a vtf-3 H.O? Like the low teens or high single digits?

Absolutely, a DIY sub can easily reach 10-15Hz extension if designed with that in mind. I would recommend asking people on avsforum.com DIY Speakers and Subwoofers section.
