I have the L/R and center front speakers on my fireplace mantle. They sit about a foot over sitting listening level and sound fine. This is the only location I can place these speakers. Is it that imperitive that these speakers should be at the sitting listening level? If so, what do you suggest?

We can't suggest anything if that is the only available place for them. You can and should tilt the center down to ear level thogh.
IMHO, speakers sound much better when they are set "higher" then "lower".

Just enjoy.

One foot won't make a very big difference. And if you are still worried, our Ventriloquist's sound better higher than lower. So, your on the right track.
